Not the case these days. Most insurers have gotten wise to the Nurburgring and have clauses specifically in place to exclude any claims there. It is a 'race track' at the end of the day - wherther it is classed as a public toll road or otherwise!

The 'offical' status of the 'Ring is: A de-restricted, one-way, private toll road. It is NOT a track!

But most, if not all insurers are wise to this game and do name it in all their policies as an exclusion! And the 'Ring now charge you for every inch of armco you hit, even it is just a paint mark, they still charge you for a replacement piece of armco (which they never actually replace ).

Ive heard a mysterious man with a clip board would occasionally take note whos on track for insurance purposes, as caims were ironically caused 10 mile down the road.
