Default Rebuilt Valeo alternator - pulley too tight?

I am in the process of replacing the original alternator in my car. I've gone for a Valeo re-manufactured unit, part number 437320.

Unpacking the unit, I've noticed that the pulley is very tight. So tight that I can't turn it by hand and need quite a bit of force with a ratchet to even get it to move.

Bad unit? The unit that came out span freely.

The pulley is sitting on a spindle with, I think a 22m nut on it. I could get a garage to loosen it with air, if that were a way of solving the problem.

I bought the same unit a few years back.
No issues turning etc.

I would replace the unit if I were you.

it should have 0 resistance so get it replaced if you can.
