BMW European Deliver for UK customers

Hello everyone - first off all I know this is a bit off-topic, but you guys seem to be a knowledgeable bunch and I hope you could at least clarify this issue a bit for my UK friend who would like to buy an M4.

Does anyone know why is it not possible to pick-up the car at BMW Welt for the UK customers? I came across some discussions online, but nothing that really bottoms out the issue. Always some fluffy tax, VAT answers...

Also, is there a way around it that someone recommends? I am sure there must be a way, so any hints could be helpful.
