I will most likely be proven wrong, but it was my understanding that the 'flap' was there to regulate and indeed reduce the noise and does not add or create the noise.
As far as I am aware you can actually remove the flap if so desired, then again maybe I'm talkin sh1tee
The sound is created simply by air induction resonating through the carbon airbox
who knows but if its broken, it brakes closed so NO NOISE
