Quick reply icon problem

Hello guys.

Firstly i would like to wish a Happy New year to all of you and your families, always in good health, happiness and a lot of success in personal and in professional level.

I have a problem and i wonder if any of you came across with it. In some threads i 'push' the Quick Reply icon and it doesn't respond. What is this?

I had the same problem but appears to be working now...

Sorry, no it doesn't. Not working on that link you posted, how bizarre.
