No I don't think so Matt ;) RSA likes RHD and drive on the left like us.
My guess is this Cecil has been shipped out from Japan. The silly low mileage, the number plate holder shape, LHD and the very "Unique" floor mats are dead give away
Here's the PH linky: http://www.pistonheads.com/classifieds/used-cars/bmw/e46-m3-00-06/bmw-m3-csl-left-hand-drive-silver-grey-16200-miles/5071109

I may be barking up the wrong tree

but I thought the xenon option came with the headlight wash system.

So did I, but that could just be UK rules.

Well spotted you Uber Cecil anorak ;) and Yes they do  In Europe & UK having headlight washers with your Xenon headlights is a legal requirement ... but not in Japan. Same story with Japanese speck MK5 Golf GTIs... All have Xenon headlights as standards (was an expensive option in the UK & Europe) but no headlight washers.
Now I'm alomost certain this is a Japanese import. Pitty Mr. NJ doesn't mention it in his usual poor sales Ad :banghead:

Yes they are but mainly for the "run of the mill" JDM stuff ? German cars like Pork, MBZs & BMWs are considered UBER COOL and a whole lot more desirable in original LHD in Japan, despite driving on the left like us.
I'm sure we've had this discussion recently

Good call on Japan. If it is it will probably me mint but with no history. Typically on cars like this they are less than UK equivalent for same condition and mileage, not more!

How many went to Japan?
